I can't speak for China, but S. Korea definitely has a similar need. When I was getting my MBA back a few years ago, I was invited by the Korean gov't to participate in a week long business development program in Seoul. Basically, for one week I got to sit through a ton of presentations about the opportunities in Korea, meet with lots of executives from Korean corporations, and eat many elaborate dinners. It was one enormous recruiting effort to bring in American educated MBAs. There were about 50 of us in total from all over the world - Koreans from England, Germany, Australia, Brazil etc... It was pretty wild. I ultimately decided not to pursue opportunities abroad but I do know that one of the program participants from CA ended up working for Samsung for a number of years in Seoul.
