I would only add that in order to really answer the question posted, neither "Bu Shi" or "Bu Yao" are correct. A simple "Bu" will do. In order to use "Bu Yao", you usual qualify the sentence with a subject and/or a subject. And both answer are just so verbal - diplomatic languages are not like this. If China REALLY answered, they would say "Wo Men Bu Tong Ren Zhe Yang De Kan Fa" (我們不同認這樣的看法, we don't identify with this point of view) or "Wo Men Bu Tong Yi Zhe Yang De Jie Lun" (我們不同意這樣的結論, we don't agree with this kind of resolution.)<br><br>But who really care about what China really have to say anyway.
